Utila is the smallest and least developed of Honduras's Bay Islands, long known as one of the cheapest places in the world to get scuba certified and a reliable spot for encounters with whale sharks year-round. Its single small town has a scruffy, backpacker-heavy energy quite different from the resorts of neighbouring Roatán.
